The Council, as established under the 2003 Act, consists of a chairperson and 16 members appointed by the Minister for Transport. It is representative of:
- Small public service vehicle and driver interests;
- People with disabilities;
- An Garda Síochána;
- Consumer interests;
- Local authorities;
- Business interests;
- Tourism interests.
