From 1st December 2009 it will be a requirement for dispatch operators to have a licence in order to operate.
The Commission believes that Dispatch Operators in Ireland play a key role in the provision of a first-class service to the travelling public.
Section 34 of the Taxi Regulation Act 2003 as amended by the Roads Act 2007 provides the Commission with the power to regulate and licence dispatch operators. As laid out in S.I. No. 138 of 2009, from 1st December 2009 it will be a requirement for dispatch operators to have a licence to operate.

What is a dispatch operator?
A Dispatch Operator is an individual or organisation in the activity of taking a booking of a small public service vehicle that is operated by another person and arranging with the driver of the vehicle to provide the service booked.
Operating standards for dispatch operators:
- All dispatch operators will be required to provide a booking service to all customers during operational hours as far as is reasonably practical.
- People with disabilities, or people who need to travel in their wheelchairs should be accommodated during operational hours as far as is reasonably practical.
- Dispatch operators are encouraged to consider competitive radio rental rates as an incentive for affiliation particularly for fully accessible vehicles.
Improved and accessible booking procedures:
- Consumers should be able to book a small public service vehicle in a variety of ways and dispatch operators should offer a choice.
- Bookings must be followed through by dispatch operators to ensure service has been delivered to the consumer.
- If service cannot be delivered, the dispatch operator is required to communicate with the customer as to the reasons, and assist with alternative arrangements.
- Records of a booking must be made available to the Commission on request.
- Dispatch operators must have a complaints system in place.
